Not really. Although the ESTA document is commonly known as the “ESTA visa”, in reality the opposite is true: it allows foreign visitors who do not wish to immigrate permanently to travel to the United States without a visa. ESTA (Electronic System for Travel Auhtorization) is more or less the name of the technical solution to the Visa Waiver Program, a program implemented to provide easier entry conditions for citizens of certain countries.
Citizens from Visa Waiver countries still have the possibility to apply for a regular US tourist or business visa (B1 / B2 visa). It is also possible to hold both, a valid ESTA as well as a valid tourist visa at the same time.
